أعلن الإطار التنسيقي وبشكل رسمي، في اجتماعه مساء اليوم (السبت) ترشيح نوري كامل المالكي لمنصب رئيس مجلس الوزراء، مرشحاً للكتلة النيابية «الأكثر عدداً».

وقال الإطار في بيان إنه «انطلاقاً من مسؤوليتنا الوطنية، وحرصاً على استكمال الاستحقاقات الدستورية ضمن سياق يحفظ استقرار البلاد ويعزز مسار الدولة، عقد الإطار التنسيقي اجتماعاً موسعاً لقادته، في مكتب هادي العامري، وجرى خلاله تداول الأوضاع السياسية والمرحلة القادمة».

وأضاف: «بعد نقاش معمّق ومستفيض، قرر الإطار التنسيقي بالأغلبية ترشيح نوري كامل المالكي لمنصب رئيس مجلس الوزراء، مرشحاً للكتلة النيابية الأكثر عدداً، واستناداً إلى خبرته السياسية والإدارية، ودوره في إدارة الدولة».

وأكد في بيانه «التزامه الكامل بالمسار الدستوري، وحرصه على العمل مع جميع القوى الوطنية لتشكيل حكومة قوية وفاعلة، قادرة على مواجهة التحديات، وتقديم الخدمات، وحماية أمن العراق ووحدته»، داعياً مجلس النواب إلى عقد جلسته المخصصة لانتخاب رئيس الجمهورية وفقاً للتوقيتات الدستورية.

وكان المجلس السياسي الوطني، قد دعا الإطار التنسيقي إلى تحمّل «المسؤولية التاريخية» واعتماد مبدأ القبول الوطني في اختيار مرشحي الرئاسات، محذّراً من إعادة تدوير تجارب فاشلة ارتبطت بأزمات سياسية وأمنية واقتصادية وسيطرة تنظيمات إرهابية وتهجير ملايين المواطنين، في إشارة إلى ترشيح المالكي.

فيما أعلن ائتلافا «عزم» و«الحسم» أن ما ورد في الكتاب الموجّه للإطار لا يعبّر عن رأي جميع أعضاء المجلس.

ويأتي ترشيح نوري المالكي لولاية ثالثة لرئاسة الحكومة في ظل انقسام سياسي، بالنظر إلى أن ولايته السابقة انتهت عام 2014 وسط أزمات سياسية وأمنية كبيرة تزامنت مع اجتياح تنظيم «داعش» الإرهابي مساحات واسعة من البلاد.

وأثار الترشيح تحفظات لدى قيادات عراقية، إذ حذّر رئيس حزب «تقدم» محمد الحلبوسي في تدوينة بتاريخ 19 يناير الجاري من «العودة إلى أيام عجاف مؤلمة»، داعياً إلى مراعاة «القبول الوطني»، في إشارة فُهمت على نطاق واسع على أنها اعتراض على إعادة المالكي.

في المقابل، أكد ائتلاف دولة القانون أن ترشيح المالكي يحظى بـ«إجماع» و«قبول وطني»، نافياً وجود «فيتو» سياسي على اسمه، وسط مخاوف من صعوبة تمرير أي مرشح لا يحظى بقبول سياسي واجتماعي واسع.

The Coordination Framework officially announced, in its meeting this evening (Saturday), the nomination of Nouri al-Maliki for the position of Prime Minister, as the candidate for the "largest parliamentary bloc."

In a statement, the framework said, "In light of our national responsibility and in order to complete the constitutional entitlements within a context that preserves the stability of the country and enhances the state’s path, the Coordination Framework held an extensive meeting for its leaders at Hadi al-Amiri's office, during which the political situation and the upcoming phase were discussed."

It added, "After an in-depth and thorough discussion, the Coordination Framework decided by majority to nominate Nouri al-Maliki for the position of Prime Minister, as the candidate for the largest parliamentary bloc, based on his political and administrative experience, and his role in managing the state."

It emphasized in its statement "its full commitment to the constitutional path, and its eagerness to work with all national forces to form a strong and effective government capable of facing challenges, providing services, and protecting Iraq's security and unity," calling on the House of Representatives to hold its session dedicated to electing the President of the Republic according to constitutional timings.

The National Political Council had called on the Coordination Framework to bear the "historical responsibility" and adopt the principle of national acceptance in selecting presidential candidates, warning against recycling failed experiences associated with political, security, and economic crises and the control of terrorist organizations and the displacement of millions of citizens, in reference to the nomination of al-Maliki.

Meanwhile, the "Azm" and "Al-Hassm" coalitions announced that what was stated in the letter directed to the framework does not reflect the opinion of all council members.

The nomination of Nouri al-Maliki for a third term as Prime Minister comes amid political division, considering that his previous term ended in 2014 amid significant political and security crises coinciding with the invasion of the terrorist organization "ISIS" over large areas of the country.

The nomination has raised reservations among Iraqi leaders, as the head of the "Progress" party, Muhammad al-Halbousi, warned in a post dated January 19 of "returning to painful lean days," calling for consideration of "national acceptance," a reference widely understood as an objection to al-Maliki's return.

In contrast, the State of Law coalition confirmed that al-Maliki's nomination enjoys "consensus" and "national acceptance," denying the existence of a political "veto" against his name, amid fears of the difficulty of passing any candidate who does not enjoy broad political and social acceptance.
