تعهد رئيس مجلس القيادة الرئاسي اليمني الدكتور رشاد العليمي اليوم (الخميس) بإغلاق جميع السجون غير القانونية، مؤكداً أن الحكومة ماضية في ذلك.

وأعلن العليمي خلال لقائه سفراء الدول الراعية للعملية السياسية في اليمن، تكليف اللجنة الوطنية للتحقيق في ادعاءات انتهاكات حقوق الإنسان، كآلية مستقلة مدعومة من المجتمع الدولي، بالنزول الميداني للقيام بمهامها على أكمل وجه.

تقدم ملموس في توحيد القرار الأمني

وقال رئيس مجلس القيادة الرئاسي «إن مؤسسات الدولة تحقق تقدماً ملموساً في توحيد القرار الأمني والعسكري، وتحسين الخدمات الأساسية في المحافظات المحررة، بدعم سخي من المملكة العربية السعودية»، مضيفاً: «الدولة شرعت في إجراءات جادة لتوحيد القرار الأمني والعسكري، شملت إخراج القوات والتشكيلات المسلحة من العاصمة المؤقتة عدن، وعواصم المحافظات، وهي خطوة تعثرت لسنوات حتى بعد توقيع اتفاق الرياض في نوفمبر 2019».

وأشار إلى التحسن السريع للخدمات في المحافظات المحررة، لا سيما الكهرباء والمياه في العاصمة المؤقتة عدن، وارتفع التوليد من ساعتين يومياً إلى نحو 14 ساعة، فضلاً عن التزام كافة المؤسسات بالتوريد إلى حساب الحكومة في البنك المركزي، كدليل قاطع على أن استقرار مؤسسات الدولة تنعكس مباشرة على حياة المواطنين.

وأشاد بموقف السعودية وإتمامها صرف رواتب جميع التشكيلات العسكرية التي كانت ممولة سابقاً من أبوظبي، إلى جانب تعزيز الموازنة العامة برواتب موظفي القطاع العام، وتدشين مشاريع خدمية وتنموية في عدة محافظات بتكلفة تقارب ملياري ريال سعودي.

حوار جنوبي دون إقصاء

وفيما يتعلق بالحوار الجنوبي قال العليمي: «التحضيرات جارية لانعقاد الحوار الجنوبي - الجنوبي برعاية كريمة من المملكة، وبمشاركة مختلف المكونات الجنوبية، دون إقصاء أو تهميش»، مضيفاً: «أن ملء الشواغر في مجلس القيادة الرئاسي، وتعيين رئيس جديد للحكومة، ومحافظ جديد لعدن، يعكس سلاسة اتخاذ القرار وإعادة تشكيل مؤسسات الدولة على أساس الدستور وإعلان نقل السلطة والقواعد المنظمة لأعمال المجلس وهيئاته المساندة، بعد سنوات من التعطيل والانقسام».

ولفت إلى أن هذه الخطوات ليست وعوداً بل وقائع على الأرض، مؤكداً أن المحافظات المحررة ستتحول إلى ورشة عمل، وقاعدة انطلاق، لتحقيق تطلعات الشعب اليمني، والأهداف المشتركة مع المجتمع الدولي، في هزيمة الانقلاب الحوثي، ومكافحة الإرهاب، وتأمين الممرات المائية.

وأبدى رئيس مجلس القيادة الرئاسي استغرابه من ردة الفعل الإماراتية تجاه جهود الحكومة في تطبيع الوضع في عدن والمحافظات الشرقية، وترويجها بأن إنهاء التواجد الإماراتي، سيفتح المجال واسعاً أمام تصاعد الإرهاب.

ازدواجية القرار الأمني

وقال العليمي: «إن التجربة أثبتت أن ازدواجية القرار الأمني وتعدد الولاءات والسجون غير القانونية، لا تقضي على الإرهاب، بل تعيد إنتاجه، لذلك فان الدولة تعمل على نقل المواجهة حالياً من إدارة الخطر إلى معالجة جذوره، عبر قرار سيادي واحد».

وأشار العليمي إلى الانتهاكات الجسيمة لحقوق الإنسان التي تم الكشف عنها بعد إنهاء وجود حكومة أبوظبي، لتشمل التعذيب والإخفاء القسري، في معتقلات غير قانونية، مؤكداً أن مثل هذه الممارسات لا تحارب التطرف بل تغذيه.

ولفت إلى أن جذور المعاناة والدمار الذي يضرب أنحاء البلاد، تعود إلى الانقلاب الحوثي، داعياً المجتمع الدولي إلى الانتقال من إدارة الأزمة إلى الإسهام في حلها، من خلال دعم الحكومة الشرعية لبسط نفوذها على كامل أراضيها، وضمان عدم الإفلات من العقاب.

The President of the Yemeni Presidential Leadership Council, Dr. Rashad Al-Alimi, pledged today (Thursday) to close all illegal prisons, affirming that the government is moving forward with this.

Al-Alimi announced during his meeting with ambassadors of the countries sponsoring the political process in Yemen the assignment of the National Commission to investigate allegations of human rights violations, as an independent mechanism supported by the international community, to conduct fieldwork to carry out its tasks to the fullest extent.

Significant Progress in Unifying Security Decisions

Al-Alimi stated, "State institutions are making significant progress in unifying security and military decisions, and improving basic services in the liberated governorates, with generous support from the Kingdom of Saudi Arabia," adding, "The state has initiated serious procedures to unify security and military decisions, which included the withdrawal of armed forces and formations from the temporary capital, Aden, and the capitals of the governorates, a step that has stumbled for years even after the signing of the Riyadh Agreement in November 2019."

He pointed to the rapid improvement of services in the liberated governorates, especially electricity and water in the temporary capital, Aden, where electricity generation has increased from two hours daily to about 14 hours, in addition to the commitment of all institutions to deposit into the government account at the Central Bank, as conclusive evidence that the stability of state institutions directly reflects on the lives of citizens.

He praised Saudi Arabia's position and its completion of the payment of salaries for all military formations that were previously funded by Abu Dhabi, alongside enhancing the general budget with salaries for public sector employees, and launching service and developmental projects in several governorates at a cost of nearly two billion Saudi riyals.

Southern Dialogue Without Exclusion

Regarding the southern dialogue, Al-Alimi said: "Preparations are underway for the southern-southern dialogue under the generous sponsorship of the Kingdom, with the participation of various southern components, without exclusion or marginalization," adding, "Filling the vacancies in the Presidential Leadership Council, appointing a new Prime Minister, and a new governor for Aden reflects the smoothness of decision-making and the restructuring of state institutions based on the constitution and the declaration of the transfer of power and the regulations governing the council's work and its supporting bodies, after years of disruption and division."

He pointed out that these steps are not promises but realities on the ground, affirming that the liberated governorates will turn into a workshop and a launching pad to achieve the aspirations of the Yemeni people and the common goals with the international community in defeating the Houthi coup, combating terrorism, and securing maritime passages.

The President of the Presidential Leadership Council expressed his astonishment at the Emirati reaction to the government's efforts to normalize the situation in Aden and the eastern governorates, promoting that ending the Emirati presence would widely open the door for the escalation of terrorism.

Duality of Security Decisions

Al-Alimi said: "Experience has proven that the duality of security decisions and multiple loyalties and illegal prisons do not eliminate terrorism, but rather reproduce it; therefore, the state is currently working to shift the confrontation from managing the danger to addressing its roots through a single sovereign decision."

Al-Alimi pointed to the grave human rights violations that were revealed after the end of the Abu Dhabi government's presence, including torture and enforced disappearance in illegal detention centers, affirming that such practices do not combat extremism but rather fuel it.

He noted that the roots of the suffering and destruction affecting the country stem from the Houthi coup, calling on the international community to move from managing the crisis to contributing to its resolution by supporting the legitimate government in asserting its authority over all its territory and ensuring accountability.
