في مبادرة غير مسبوقة، أطلقت بلدية «كومرو» التابعة لمحافظة أوردو في شمال تركيا على ساحل البحر الأسود حزمة حوافز مادية وعينية استثنائية لتشجيع الإنجاب، بهدف عكس التناقص في عدد سكان البلدة والتصدي لأزمة تراجع المواليد التي تشهدها تركيا ككل.

وكشف رئيس البلدية يوسف يالتشوفا عن البرنامج الجديد الذي يبدأ تطبيقه من مايو 2026، مؤكداً أن العائلات التي تنجب 10 أطفال ستحصل على سيارة جديدة كلياً.

وأعلن رئيس البلدية عن حوافز إضافية حتي تحصل الأسرة التي تنجب 8 أطفال على عمل داخل البلدية لأحد أفراد الأسرة، إضافة إلى دعم مالي يصل إلى 300 ألف ليرة تركية، ومن الطفل الثالث فصاعداً مكافآت مالية متدرجة، تبدأ بـ50 ألف ليرة تركية، للطفل الثالث، و100 ألف ليرة للرابع، و150 ألف ليرة للخامس، مع إضافة 50 ألف ليرة إضافية لكل طفل لاحق.

ويشترط للحصول على المنحة أن تكون العائلة مقيمة في «كومرو» منذ عامين على الأقل، وأن تكون الولادات بعد تاريخ 4 مايو 2026، ويتم إيداع المكافآت في حساب مصرفي باسم الأم.

وتعاني تركيا، التي يبلغ عدد سكانها حالياً حوالى 86 مليون نسمة، من انخفاض حاد في معدلات الخصوبة، إذ انخفض معدل الخصوبة الإجمالي إلى حوالى 1.48 طفل لكل امرأة أقل بكثير من معدل الإحلال 2.1، وهو أحد أسرع الانخفاضات في أوروبا خلال العقد الماضي.

وأدى ذلك إلى تباطؤ نمو السكان، وارتفاع نسبة المسنين، وانخفاض نسبة الأطفال إلى أدنى مستوياتها منذ 1935، وحذر الرئيس التركي رجب طيب أردوغان مراراً من أن هذا التراجع يمثل «تهديداً وجودياً» لمستقبل البلاد.

وأطلقت الحكومة التركية أخيراً إستراتيجية وطنية لعام 2026-2035 لتشجيع الزواج والإنجاب، تشمل دعماً مالياً وتسهيلات للشباب، وتأتي مبادرة بلدية «كومرو» كرد محلي مباشر على تناقص سكان المنطقة، وأكد الرئيس يالتشوفا أن الهدف الرئيسي هو «زيادة عدد سكان الحي» وتعزيز الحياة الأسرية.

In an unprecedented initiative, the municipality of "Komro," located in the Ordu province of northern Turkey on the Black Sea coast, has launched an exceptional package of material and in-kind incentives to encourage childbirth, aiming to reverse the decline in the town's population and address the crisis of declining birth rates that Turkey as a whole is experiencing.

The mayor, Yusuf Yalchova, revealed the new program, which will begin implementation in May 2026, confirming that families who have 10 children will receive a brand new car.

The mayor announced additional incentives so that families with 8 children will receive a job within the municipality for one family member, in addition to financial support of up to 300,000 Turkish lira. From the third child onwards, there will be graduated financial rewards, starting with 50,000 Turkish lira for the third child, 100,000 lira for the fourth, and 150,000 lira for the fifth, with an additional 50,000 lira for each subsequent child.

To qualify for the grant, the family must have been residing in "Komro" for at least two years, and the births must occur after May 4, 2026. The rewards will be deposited into a bank account in the mother's name.

Turkey, which currently has a population of about 86 million, is experiencing a sharp decline in fertility rates, with the total fertility rate dropping to around 1.48 children per woman, well below the replacement rate of 2.1, marking one of the fastest declines in Europe over the past decade.

This has led to a slowdown in population growth, an increase in the elderly population, and a decrease in the proportion of children to its lowest levels since 1935. Turkish President Recep Tayyip Erdoğan has repeatedly warned that this decline poses an "existential threat" to the country's future.

The Turkish government recently launched a national strategy for 2026-2035 to encourage marriage and childbirth, which includes financial support and facilities for youth. The initiative by the "Komro" municipality is a direct local response to the population decline in the region, and Mayor Yalchova emphasized that the main goal is to "increase the neighborhood's population" and enhance family life.
