على الرغم من تمديد الهدنة بين القوات الحكومية وقوات سورية الديمقراطية «قسد»، إلا أن الأخيرة نشرت تعزيزات إضافية على خطوط المواجهة عند مدخل مدينة الحسكة شمال شرقي البلاد.

دعم عملية نقل الدواعش

وأكد شهود عيان رؤية العشرات من سيارات الهمفي وغيرها من المركبات العسكرية عند دوار بانوراما على الطريق الرئيسي الذي يربط الحسكة بالشدادي، الذي خط المواجهة بين الجانبين، بحسب ما أعلنت وكالة «أسوشييتد برس». وأفادت المصادر بأن قوات قسد منتشرة في كل مكان.

من جانبها، أعلنت وزارة الدفاع السورية عقب ساعات من انتهاء الهدنة التي استمرت أربعة أيام بين الحكومة وقسد، تمديدها 15 يوما إضافية.

وأوضحت في بيان أن التمديد يأتي دعما لعملية تقوم بها القوات الأمريكية لنقل متهمين بالانتماء لداعش، كانوا محتجزين في سجون شمال شرقي سوريا، إلى مراكز احتجاز في العراق.

تفاهم جديد مع قسد

وكانت الأسابيع الثلاثة الماضية شهدت اشتباكات عنيفة بين القوات الحكومية وقسد، فقدت خلالها قسد أجزاء شاسعة من مناطق كانت تسيطر عليها. وأعلنت الرئاسة السورية الثلاثاء الماضي التوصل إلى تفاهم جديد مع قوات سوريا الديموقراطية تضمّن مهلة أربعة أيّام للتشاور.

ونصّ التفاهم على ألا تدخل القوات السورية مراكز مدينتي الحسكة والقامشلي في حال المضي بالاتفاق، على أن يُناقش لاحقا الجدول الزمني والتفاصيل الخاصة بالدمج السلمي لمحافظة الحسكة بما في ذلك مدينة القامشلي ذات الغالبية الكردية.

وأتاح التفاهم لقائد قسد مظلوم عبدي أن يقترح مرشحين لمنصبي مساعد وزير الدفاع ومحافظ الحسكة، إضافة إلى أسماء للتمثيل في مجلس الشعب، بحسب الرئاسة.

مقترح عبر الوسيط الأمريكي

من جانبه، كشف مصدر كردي لوكالة «فرانس برس»، أن قوات سورية الديموقراطية قدّمت مقترحا عبر الوسيط الأمريكي توم براك إلى الحكومة في إطار المشاورات حول مستقبل المؤسسات الكردية، تضمّن طرحا بأن تتولى الحكومة إدارة المعابر والحدود بما يضمن أمن المنطقة ويحافظ عليها. وكشف أن قوات قسد سمّت مرشحها لمنصب مساعد وزير الدفاع وسوف تسمّي كذلك قائمة للبرلمانيين.

Despite the extension of the truce between the government forces and the Syrian Democratic Forces (SDF), the latter has deployed additional reinforcements along the front lines at the entrance to the city of Hasakah in the northeast of the country.

Support for the Transfer of ISIS Members

Eyewitnesses confirmed seeing dozens of Humvee vehicles and other military vehicles at the Panorama roundabout on the main road connecting Hasakah to Al-Shaddadi, which is the front line between the two sides, according to the Associated Press. Sources reported that SDF forces are deployed everywhere.

For its part, the Syrian Ministry of Defense announced hours after the end of the four-day truce between the government and the SDF, that it has been extended for an additional 15 days.

The statement clarified that the extension comes in support of a process being carried out by American forces to transfer individuals accused of belonging to ISIS, who were held in prisons in northeastern Syria, to detention centers in Iraq.

New Understanding with the SDF

In the past three weeks, there have been intense clashes between government forces and the SDF, during which the SDF lost vast areas of territory it had controlled. Last Tuesday, the Syrian presidency announced reaching a new understanding with the Syrian Democratic Forces that included a four-day consultation period.

The understanding stipulated that Syrian forces would not enter the centers of the cities of Hasakah and Qamishli if the agreement proceeds, and that the timeline and details for the peaceful integration of Hasakah province, including the predominantly Kurdish city of Qamishli, would be discussed later.

This understanding allowed SDF commander Mazloum Abdi to propose candidates for the positions of Assistant Minister of Defense and Governor of Hasakah, in addition to names for representation in the People's Council, according to the presidency.

Proposal Through the American Mediator

For its part, a Kurdish source revealed to Agence France-Presse that the Syrian Democratic Forces submitted a proposal through the American mediator Tom Brock to the government as part of consultations regarding the future of Kurdish institutions, which included a suggestion that the government manage the crossings and borders in a way that ensures the security of the region and maintains it. The source disclosed that the SDF named its candidate for the position of Assistant Minister of Defense and will also name a list of parliamentarians.
