نجت الحكومة الفرنسية، من تصويتين على حجب الثقة في البرلمان، اليوم (الجمعة)، بعد لجوء رئيس الوزراء سيباستان لوكورنو إلى المادة 49.3 من الدستور لتمرير البنود المتعلقة بالإنفاق في الميزانية.
ترقب تصويتات جديدة
قدّم الاقتراح الأول لحجب الثقة عن الحكومة، قوى اليسار بقيادة حزب «فرنسا الأبية»، باستثناء الحزب الاشتراكي، أما الثاني فقدمه «التجمع الوطني» اليميني المتطرف، عقب لجوء لوكورنو إلى تفعيل المادة 49.3، لتمرير شق النفقات من الموازنة عبر الجمعية الوطنية، وهي خطوة يرجّح أن تؤدي إلى تصويتات جديدة بحجب الثقة.
وصوّت 269 نائباً لصالح اقتراح حجب الثقة الذي قدّمته كتل «فرنسا الأبية» و«الخضر» و«الشيوعيون»، في حين كان المطلوب 288 صوتاً لإقراره.
ورفضت الجمعية الوطنية اقتراح حجب الثقة الذي تقدّم به «التجمع الوطني»، إذ لم ينل سوى 142 صوتاً، أي أقل بـ146 صوتاً من الأغلبية اللازمة.
ولاتزال الحكومة الفرنسية بحاجة إلى تجاوز البرلمان بعد أشهر من المفاوضات التي فشلت في إنتاج مشروع قانون مالي يحدّ من العجز، أو يحظى بالموافقة في مجلس لا يمتلك فيه أي حزب أغلبية كافية.
وخسر ماكرون حكومتين، خلال مساعي إقرار الموازنة، وشهدت فرنسا أحد أكبر الاضطرابات منذ قيام الجمهورية الخامسة عام 1958.
الاشتراكيون ينقذون ماكرون
من جانبها، اعتبرت رئيسة كتلة نواب «فرنسا الأبية» ماتيلد بانو على منصة «إكس»، أن «الاشتراكيين» أنقذوا ماكرون مرة أخرى، وقالت: لم يكن ينقص سوى 19 صوتاً لحجب الثقة عن حكومة لوكورنو وإسقاط خطرها.
فيما انتقدت رئيسة كتلة نواب «التجمع الوطني» مارين لوبان ما وصفته بـ «خيانة الميثاق الرسمي» الذي أبرمه رئيس الوزراء مع البرلمان، معتبرة أن ما جرى فرض سياستها بالقوة. وأضافت: كان ينبغي أن يقودكم كل ذلك إلى الاستقالة.
إقرار إيرادات الدولة
وأقرّت الجمعية الوطنية شق «إيرادات الدولة» في الموازنة، وهو أحد أبرز نقاط الخلاف، على أن ينتقل المشروع الآن إلى مجلس الشيوخ لدراسته.
وقال رئيس الوزراء لوكورنو خلال كلمته في قاعة المجلس أن استخدام المادة 49.3 يأتي «عندما لا يتيح النقاش التوصل إلى نتيجة، لا بد أن يتحمّل أحد المسؤولية.. وإذا حمّلت الحكومة نفسها المسؤولية، فليس من أجل أن تقرّر وحدها، بل لأن عدداً كبيراً على هذه المقاعد كانوا لا يريدون اتخاذ أي قرار».
وكان لوكورنو قال في أكتوبر الماضي: إنه قرر «التخلي عن المادة 49.3 من الدستور»، متحدثاً عن «منهجية جديدة» و«اللحظة الأكثر برلمانية في تاريخ الجمهورية الخامسة». لكنه عاد بعد ثلاثة أشهر ونصف وغيّر موقفه.
يذكر أن المادة 49.3، عبارة عن بند دستوري يتيح للحكومة الفرنسية تمرير مشروع قانون من دون تصويت البرلمان، إلا إذا نجح النواب في إسقاط الحكومة عبر تصويت بحجب الثقة.
وإذا لم يُقدّم اقتراح بحجب الثقة خلال مهلة 24 ساعة، أو لم يحصل على أغلبية مطلقة من النواب، يُعتبر القانون معتمداً تلقائياً.
The French government survived two votes of no confidence in Parliament today (Friday), after Prime Minister Élisabeth Borne resorted to Article 49.3 of the constitution to pass the budget spending provisions.
Anticipation of New Votes
The first proposal for a vote of no confidence against the government was presented by left-wing forces led by the "France Unbowed" party, excluding the Socialist Party, while the second was introduced by the far-right "National Rally" following Borne's activation of Article 49.3 to pass the expenditure section of the budget through the National Assembly, a move likely to lead to new votes of no confidence.
269 deputies voted in favor of the no-confidence proposal put forward by the "France Unbowed," "Greens," and "Communists" blocs, while 288 votes were needed for its approval.
The National Assembly rejected the no-confidence proposal submitted by the "National Rally," as it received only 142 votes, which is 146 votes short of the necessary majority.
The French government still needs to navigate Parliament after months of negotiations that failed to produce a financial bill aimed at reducing the deficit or gaining approval in a chamber where no party holds a sufficient majority.
Macron has lost two governments during the efforts to pass the budget, and France has witnessed one of the largest upheavals since the establishment of the Fifth Republic in 1958.
Socialists Save Macron
For her part, the head of the "France Unbowed" parliamentary group, Mathilde Panot, stated on the platform "X" that the "Socialists" saved Macron once again, saying: "It was only 19 votes short of a no-confidence vote against Borne's government and eliminating its threat."
Meanwhile, the head of the "National Rally" parliamentary group, Marine Le Pen, criticized what she described as the "betrayal of the official pact" that the Prime Minister made with Parliament, considering that what happened imposed her policy by force. She added: "All of this should have led you to resign."
Approval of State Revenues
The National Assembly approved the "State Revenues" section of the budget, which is one of the main points of contention, and the project will now move to the Senate for review.
Prime Minister Borne stated during her speech in the Assembly that the use of Article 49.3 comes "when the discussion does not lead to a result, someone must bear responsibility... And if the government takes responsibility, it is not to decide alone, but because a large number of those in these seats did not want to make any decision."
Borne had said last October that she decided to "abandon Article 49.3 of the constitution," speaking of a "new methodology" and "the most parliamentary moment in the history of the Fifth Republic." However, she returned three and a half months later and changed her position.
It is worth noting that Article 49.3 is a constitutional provision that allows the French government to pass a bill without a parliamentary vote unless deputies succeed in overthrowing the government through a vote of no confidence.
If a no-confidence proposal is not submitted within 24 hours, or does not receive an absolute majority of deputies, the law is considered automatically adopted.
