أجرى الرئيس السوري أحمد الشرع اتصالاً هاتفياً مع الرئيس الأمريكي دونالد ترمب، جرى خلاله التأكيد على ضرورة ضمان حقوق الأكراد وحمايتهم ضمن إطار الدولة السورية، وفق بيان صادر عن الرئاسة السورية، عقب التوصل إلى اتفاق بين دمشق وقوات سوريا الديمقراطية (قسد) يقضي بوقف إطلاق النار ودمج قواتها ضمن مؤسسات الدولة.

وأوضح البيان أن الجانبين شددا على أهمية الحفاظ على وحدة الأراضي السورية واستقلالها، ودعم الجهود الرامية إلى تحقيق الاستقرار السياسي والأمني في البلاد، إلى جانب مواصلة التنسيق والتعاون في مكافحة تنظيم «داعش» وإنهاء التهديدات التي يشكلها.

وكان الرئيس الشرع قد أعلن، يوم الأحد، التوصل إلى اتفاق مع «قسد» يتضمن وقفاً شاملاً لإطلاق النار، ودمج قواتها ضمن صفوف القوات الحكومية، في ظل تقدم القوات النظامية خلال الأيام الماضية في مناطق شمال وشرق سورية.

وبحسب ما أوردته وكالة الأنباء السورية، ينص الاتفاق على تسليم إدارة وحقوق حقول النفط للحكومة السورية، إضافة إلى دخول مؤسسات الدولة إلى المحافظات الشرقية والشمالية الشرقية، بما يعزز الإدارة الحكومية ويوسع نطاق سلطة دمشق في تلك المناطق.

كما يتضمن الاتفاق جملة من الترتيبات السياسية والأمنية، من بينها التزام قيادة «قسد» بعدم ضم فلول النظام السابق إلى صفوفها، وتسليم قوائم بأسماء الضباط الموجودين ضمن مناطق شمال شرق البلاد. ونص الاتفاق كذلك على إصدار مرسوم رئاسي بتعيين مرشح لمنصب محافظ الحسكة، في خطوة تهدف إلى ضمان المشاركة السياسية وتعزيز التمثيل المحلي.

وفي الإطار الأمني، جرى الاتفاق على إخلاء مدينة عين العرب (كوباني) من المظاهر العسكرية الثقيلة، وتشكيل قوة أمنية من أبناء المدينة، مع الإبقاء على شرطة محلية تتبع إدارياً لوزارة الداخلية السورية. كما شمل الاتفاق دمج الإدارة المسؤولة عن ملف سجون ومخيمات تنظيم «داعش»، والقوات المكلفة بحماية هذه المنشآت، ضمن مؤسسات الحكومة السورية، لتتولى دمشق المسؤولية القانونية والأمنية عنها بشكل كامل.

ويُنظر إلى هذه التفاهمات بوصفها خطوة متقدمة نحو إعادة بسط سلطة الدولة السورية، وتهيئة الأرضية لمعالجة الملفات الأمنية والسياسية العالقة في شمال وشرق البلاد.

Syrian President Ahmad al-Shara conducted a phone call with U.S. President Donald Trump, during which they emphasized the necessity of ensuring the rights of the Kurds and protecting them within the framework of the Syrian state, according to a statement issued by the Syrian presidency, following an agreement reached between Damascus and the Syrian Democratic Forces (SDF) to cease fire and integrate their forces into state institutions.

The statement clarified that both sides stressed the importance of maintaining the unity and independence of Syrian territory, supporting efforts aimed at achieving political and security stability in the country, as well as continuing coordination and cooperation in combating ISIS and ending the threats it poses.

President al-Shara announced on Sunday that an agreement had been reached with the SDF that includes a comprehensive ceasefire and the integration of their forces into the ranks of the government forces, amid advances by the regular forces in northern and eastern Syria over the past few days.

According to the Syrian news agency, the agreement stipulates the transfer of management and rights of oil fields to the Syrian government, in addition to the entry of state institutions into the eastern and northeastern provinces, which enhances government administration and expands the authority of Damascus in those areas.

The agreement also includes a number of political and security arrangements, including the commitment of the SDF leadership not to incorporate remnants of the previous regime into its ranks, and to submit lists of names of officers present in the northeastern regions of the country. The agreement also stipulated the issuance of a presidential decree to appoint a candidate for the position of governor of Hasakah, in a step aimed at ensuring political participation and enhancing local representation.

In the security framework, it was agreed to evacuate the city of Ayn al-Arab (Kobani) from heavy military manifestations and to form a security force from the city's residents, while maintaining a local police force that is administratively subordinate to the Syrian Ministry of Interior. The agreement also included the integration of the administration responsible for the file of ISIS prisons and camps, and the forces tasked with protecting these facilities, into the institutions of the Syrian government, so that Damascus would assume full legal and security responsibility for them.

These understandings are viewed as an advanced step towards re-establishing the authority of the Syrian state and preparing the ground for addressing the outstanding security and political issues in the north and east of the country.
